The Russian public organization "The Russian public academy of voice"
(registered by the Ministry of Justice of Russian Federation) is the
voluntarily scientific association of phoniatrician, otorinolaringologs who
interested in voice, phonopedian (logopedian), vocal and speech teachers,
and similarly specialists of contiguous disciplines (speech therapies,
profpatology, medicine of labour, hygiene, neurology, psychiatry,
endocrinology, pediatrics, stomatology, ortodontology, psycholinguistics,
psychology, acousticians etc.) their scientistic researching teaching and
practical activity can help in the further accumulation of knowledges about
voice, making of single scientistic-methodical principles from positions of
interdisciplinary integration and also specialists who elaborate a new
medical technique and medications.
The Academy activities are directed on the consolidation of specialists
from different areas of knowledges with the purpose of the mutual education
the further study of voice, the development of single
scientistic-methodical approaches, making of interdisciplinary
recommendations, the introduction of front-rank diagnostic, medical and
pedagogical methods, the improvement of existent documents, which cooperate
the prophylaxis and the treatment of vocal vehicle diseases.
An important direction of the Academy activities is the development of
the international relations, the intercommunication with the foreign
organizations, the establishments and separate specialists whose sphere of
interests is voice.

All-Russian public organization "The Russian public academy of
voice" (hereinafter - Academy) is the voluntary scientific association
of phoniatrists, concerned otorhinolaryngologists, phonopedists, vocal and
speech teachers, as well as specialists of allied subjects (speech therapy,
occupational pathology, medicine of work, hygiene, neurology, psychiatry,
endocrinology, psycholinguistics, psychology, acoustics), whose research,
teaching, theoretical and practical activities can promote the subsequent
accumulation of knowledge about voice, elaboration of integrated
methodological principles from the positions of interdisciplinary
integration, as well as specialists, who develop new medical equipment and
agents.
Abbreviation - The Russian public academy of voice.
The Academy operates according to the constitution of the Russian
Federation, existing legislation of the RF and current
Charter.
The activity of the Academy follows the principles of humanism,
democracy, equal rights of members, self-government, publicity, collective
nature, voluntariness, mutual responsibility, legality.
The Academy executes work in the cooperation with Russian, as well as
foreign countries and public organizations.
The Academy has a seal, stamp and forms with proper name, emblems,
awards, symbols and other essential elements, approved and registered in
the statutory order.
The Academy can enter into international public associations, if their
activity corresponds to the aims and tasks of the Academy.

Aims, tasks and activity of the Academy.
Aims of the Academy:
- interdisciplinary communication of the specialists, whose activity is somehow connected to voice;
- integration of specialists efforts for collection of new knowledge on voice and elaboration of integrated interdisciplinary recommendations;
- improvement of the medical and social assistance quality for the patients with voice and speech abnormalities;
- realization of new technology into the diagnostic, treatment and educational processes;
- execution of sanitary and educational work for voice and speech abnormalities prevention for those who have speech or vocal profession;
- organization and coordination of fundamental and applied scientific researches in the field of voice, development and realization of priority research programs and implementation of their results in practice;
- assistance to improvement of the educational system of vocal and speech professions in Russia, to preparation of highly skilled scientific brainpowers, to establishment of conditions for scientific creativity;
- protection of legitimate rights and interests of the Academy's members.
The Academy solves following problems:
- assistance to the development of scientific researches in the field of physiology, phonation, phoniatrics, vocal and speech pedagogy;
- improvement of the phoniatrical help organization, solution of actual problems of phoniatrics, introduction of advanced achievements of science and technology into the practice of phoniatrics;
- participation in elaboration and realization of the international scientific programs and projects;
- elaboration of the modern methods of training and specialization of doctors in the area of phoniatrics, participation in improvement of curricula and teaching programs for phoniatrics, voice-training;
- involvement of scientific groups by contract basis into the process of accomplishment of research tasks, elaboration of scientific and theoretical and practical projects and programs together with research institutes and scientific centers;
- creation of members of Academy's collected papers library;
- elaboration and introduction of new technologies into the process of persons of vocal and actor's professions training;
- implementation of actions for increase of professional skill and culture of Academy's members
The academy carries out next activities:
- conduction of interdisciplinary congress "VOICE" ("the Congress of the Russian public academy of voice"), the main scientific event of the Academy;
- organization and conduction of other congresses, symposiums, conferences, seminars, councils, meetings, master classes, concerts-reviews, festivals, competitions, etc. according to charter activity;
- participation in conduction of scientific events, organized by adjacent scientific, scientific and technical societies, associations, Academies, public and other organizations and institutions, including foreign ones;
- organization according to established order of courses and faculties of professional training of the experts, who work in the areas of phoniatrics, phonopedics, vocal and speech pedagogy and related subjects, conduction of seminars on an exchange of experience, including on the basis of concrete orders from institutions, enterprises and organizations;
- organization of researches on the Academy's subject matter on a competitive basis, conduction of competitions for the best decision of a scientific problem, for the best scientific work;
- establishment of regional departments, branches and scientific centers of the Academy;
- conduction of independent public certification and independent public examinations of quality and performance of work efficiency in the areas of phoniatrics, phonopedics, vocal and speech pedagogy, conducted by the organizations, educational institutions and co-operative societies on the inquiries of interested parties or on the initiative of the Academy;
- implementation of wide publishing, information and advertising activity, elaboration and realization of programs for preparation and release of scientific magazines, monographs, methodical grants on voice problems, establishment of mass media;
- implementation of scientific relationships with Russian and foreign scientific and scientific and technical societies, associations and other scientific institutions;
- assistance to the international cooperation in the field of voice sciences;
- interexchange of experts, trainees, and also operational experience in the field of scientific and practical phoniatrics, phonopedics, vocal and speech pedagogy;
- independent definition of the Academy's organizational structure, formation of the Academy's staff system, the deciding of issues about form and amount of remuneration of labour, material encouragement of employees and involved workers;
- realization of entrepreneurial and foreign trade activities within the limits of the current legislation and the present Charter;
- participation in, organization and conduction of exhibitions in accordance to the aims and tasks of the Academy;
- participation in manufacture and realization of audiovisual products on the Academy's subject matters;
- obtaining of long-term and short-term credits in banking institutions, as well as usage of financial and other material aid of Russian and foreign legal and physical persons;
- another kinds of activity within the limits of the current legislation and the present Charter.
The academy is obliged:
- to observe the legislation of the Russian Federation, the standard principles and norms of the international law, concerning the Academy's field of activity;
- to publish annual report on usage of own property, or to provide the accessibility of acquaintance with the specified report;
Membership in the Academy. The rights and duties of the Academy's members.
Members of the Russian public academy of voice can be experts with the
full higher education, engaged in research, scientific and educational,
pedagogical and practical activities in the areas of phoniatrics,
phonopedics, vocal and speech pedagogy, physiology, acoustics and other
related subjects, who share aims and tasks of the Academy and wish to take
part in its activity. The Academy admits new members on the basis of
written statement of the physical person with characteristics from the
workplace and the resume (with the list of scientific works) at the session
of the Presidium by the means of voting. The positive decision is accepted,
if the majority of members of the Presidium or the Expanded presidium, who
are present at the session has voted for.
The members of the Academy have equal rights and are vested by equal
duties.
Foreign citizens and persons without the citizenship, who are lawfully
in the Russian Federation with the exception of the cases established by
the international contracts of the Russian Federation or federal laws can
be the members of the Academy.
entrance and membership fees are paid at the entry into the Academy. The
amount of entrance and membership fees, terms and manner of payment are
established by the annual Presidium decision.
The members of the Academy have the right:
- to have a support and to use all kinds of the Academy's activities for the satisfaction of the creative and professional interests;
- to participate in the elections and to be elected into the structure of supervising and control authorities of the Academy;
- to discuss the issues about the activity of the Academy and to suggest the initiatives on its perfection;
- to introduce for consideration of the Presidium and any other bodies of the Academy scientific and organizational suggestions, to lodge complaints, to make proposals;
- to publish own scientific articles and works in the Academy's editions;
- to receive the necessary scientific and technical information, to use the Academy's databank;
- to be a member of other public associations;
- to abandon the membership of the Academy voluntary, giving the written notification about it to the authority which has admitted him/her to membership;
- to use in a prime order and on preferential terms the services of the Academy;
The members of the Academy are obliged:
- to observe regulations of the Academy's charter;
- to participate in the activity of the Academy extensively;
- to promote science enrichment by new achievements and assist the solution of scientific problems, bringing the personal contribution in the form of researches and designs, as well as by guidance on scientific researches and their implementation into practice;
- to work for the promotion of scientific achievements;
- to assist the introduction of science achievements into manufacture in active way, to work on preparation and improvement of professional skills of scientific brainpowers;
- to be a sample of high professional qualities, observance of ethical and moral standards;
- to expand the international scientific cooperation;
- to pay entrance and annual membership fees;
- the members of the Academy can be expelled by the authority which has admitted them to membership, in cases of gross violation of by-laws, because of the usage of forms and methods of work incompatible with main principles of the Academy's activity, as well as because of the failure to make payment of membership fee for the period of two or more years.
The honorary title "the Honorary member of the Russian public academy of
voice" is awarded to leading experts in the areas of phoniatrics,
phonopedics, vocal and speech pedagogy or related subjects, who have a lot
of authority over society, and who have brought the big contribution to
development of the specialty or to the achievement of aims and tasks of the
Academy. Honorary members of the Academy can be selected at the Congress,
the Plenum or the session of the Presidium of the Academy from members of
the Academy. Any member of the Academy has the right to recommend
candidates. The election is made by voting. The positive decision is
accepted, if the majority of those who have been presenting at the
Congress, the Plenum or the session of the Presidium of the Academy have
voted for it. Honorary members have all rights and duties of the members of
the Academy. They are released from the obligation to pay entrance and
annual membership fees, as well as to pay organizational fees at the held
by the Academy events.
The structure, governing and supervising bodies of the Academy
The higher governing body of the Academy is the Congress which is
convened by the Presidium at least once in four years. Congress is the main
organizational event of the Academy.
The exclusive competence of the Congress is:
- to settle any issues of the activity of the Academy;
- to define the basic lines of activity of the Academy;
- to hear and discuss scientific reports according to all questions, that are in the competence of the Academy, official statements;
- to make changes in and additions to the Academy's Charter;
- to elects the President of the Academy for a period of four years;
- to elect the Presidium and members of the Expanded presidium of the Academy and the Academy's Auditing committee for a period of four years; to confirm the regulations for the Auditing committee;
- to make a decision on reorganization and liquidation of the Academy;
- to consider and make decisions on any questions, concerning charter activity of the Academy;
The presence of more than half of selected delegates makes the Congress
competent. The decisions of the Congress are accepted just by the majority
of voices of the attending selected delegates. The form of voting is
established by the Congress. The 2/3 of the attending at the Congress
delegates voices decide over approval of the Charter, its alteration and
addition, reorganization and liquidation of the Academy.
The constant governing body of the Academy during the period between
Congresses is the Presidium, which carries out
the activities, which are not the exclusive competence of the Congress, do
not contradict the current legislation and the present Charter.
- The Congress selects the Presidium for the period of four years;
- the individual structure of the Presidium is selected at the Congress;
- the President convenes the members of the Presidium for their sessions as required, but not less than two times a year;
- Presidium session is competent, if it involves more than half of its members. The majority of the attending at the Congress delegates' voices make decisions.
The Expanded presidium is the main advisory body of
the Academy during the period between Congresses.
- the members of the Expanded presidium are selected at the Congress for a period of four years;
- the Expanded presidium has its plenary session not less than once a year. The Presidium determines its date and agenda. The Members of the Expanded presidium have the right to make changes and additions to the agenda;
- the Plenum is competent, if it involves more than half of the Expanded presidium's full list. The majority of the attending at the Plenum of the Academy persons' voices make decisions;
- the individual structure of the Expanded presidium's members can be corrected at the next Plenum by voting during the period between Congresses;
The President of the Academy carries out the general
management of the Academy's activity. He is accountable to the Congress and
operates without the power of attorney on behalf of the Academy;
- represents the interests of the Academy in state and public organizations, institutions, as well as in the various non-governmental organizations in Russia and abroad;
- concludes contracts and agreements;
- executes other legal actions on behalf of the Academy;
The Vice-president governs the Academy in the case if
the President can't exercise his own authorities.
The auditing committee supervises the observance of
the Charter, audits the financial, economical and entrepreneurial activity
of the Academy at least once a year, watches over law compliance in the
Academy's activity, makes an annual report to the Expanded presidium on the
results of the audit and to the Congress of the Academy on the executed
work every four years.
Property and means of the Academy
Money resources are formed on the basis of membership, voluntary and
target fees, donations, gifts, testaments, charitable contributions of
physical and legal persons, income from the events held by the Academy or
for its benefit, publishing and entrepreneurial activity, credits of banks
and other credit institutions, civil-law transactions, state grants, other
receipts that are not forbidden by the legislation.
The Academy can have the property in the form of land, buildings,
constructions, transport, housing, equipment, implements, property for
cultural and educational, scientific and educational purpose, money
resources, stock, other securities and other property which is necessary
for endowment of the Academy's activity, specified in its Charter.
Institutions, publishing houses, mass media can also be the property of the
Academy, if they have been originated or purchased for the funds of the
Academy in accordance to its charter aims.
The acquisition of profit is not the aim of the Academy. The income from
the entrepreneurial or other activity of the Academy is not redistributable
between the members of the Academy, but used only for the achievement of
the charter aims.
Order of the Academy's charter modification and addition
The Congress makes changes of and additions for the charter if 2/3 of
the attending at the Congress selected delegates has voted for them.
Order of reorganization and liquidation of the Academy
The academy can be reorganized by the way of merger, joining, division,
separation and transformation according to the order provided by the Civil
Code of the Russian Federation.
The Congress can liquidate the Academy, or it can be made according to
the court decision in an order provided by the current legislation.
